Siemens Healthineers SHL, 0.58%, in which industrial conglomerate Siemens holds a majority stake, said it will buy all shares in Varian Medical Systems, Inc. VAR, 3.18% for $177.50 per share in cash. It said that the acquisition is expected to close in the first half of 2021, and requires the approval of regulators and Varian shareholders. Varian s board of directors unanimously approved the agreement, it added.
This requirement is primarily aimed at foreign direct investment from China as investments from other neighboring countries was either negligible and or already regulated. China has traditionally not been a major source of foreign direct investment in India with some records suggesting that the aggregate amount of foreign direct investment from China over the last 20 years has only been around USD 2.5 billion. Having said that, a majority of these inflows have occurred over the last few years primarily in the Indian technology sector. The trigger for introducing this approval requirement was seemingly the increase by the People''s Bank of China of its stake in India''s largest private sector bank HDFC to 1%. On the face of it, the requirement was introduced with a view to "curbing opportunistic takeovers acquisitions of Indian companies". However, the broad brush nature of the language unfortunately, does not correspond with this stated intent and applies even to acquisition of minority stakes and funding to wholly owned entities. It does not even distinguish between "national champions" such as HDFC and emerging startups and tech companies which are keen to attract foreign capital.The key issue with the requirement is that the Government has not provided a definition of the term "beneficial owner". There have been several reports of the Government considering introducing a definition, but four months later, clarity is yet to emerge. This is possibly by design as the Government has probably realized the challenges in arriving at a precise definition. Given the way most of the leading Chinese entities are structured (with holding companies and or listings outside of the PRC), any definition could well end up being less than perfect. The absence of a precise definition has resulted in the Indian authorized dealer banks, who act as gatekeepers for foreign investment inflows and outflows, adopting their own interpretations or variations of the existing rules which are not entirely fit for purpose. The tests being applied by banks range from evaluating whether the investor has any PRC shareholder who holds more than a 5%, 10% or 25% stake, and or whether any senior managing official of the investor is a PRC national. Since the onus of complying with the foreign exchange regulations is primarily on the Indian investee companies, the investee companies are in turn requesting for contractual protections in terms of warranties and indemnities from a potential investor with a PRC connection. However, given the lack of clarity, potential investors are being put in a rather difficult situation of being required to warrant that their investment will not be subject to this requirement without knowing precisely what the requirement is, and who is it aimed at.
I could not agree more. Strong rules must be put in place to break this cycle. We need a federal ban on chokeholds, and we need consequences for police use of excessive or unnecessary force. Rebuilding trust between law enforcement and their communities is also a critical priority, which cannot happen until we de militarize law enforcement. But as Americans, we can ''t just stop paying attention. We need to turn our rage and grief into concrete action. Researchers recently assessed what information and support adolescents and young adults coming off of active cancer treatment need. They interviewed healthcare professionals experienced in providing care for this patient population as well as adolescents and young adults themselves. Both cohorts participated in semistructured phone interviews, and some healthcare professionals also filled out an online survey. Adolescents and young adults aged between 16 and 29 years were recruited from four sites.A total of 12 interviews were conducted with healthcare professionals including nurses (n 8), youth support coordinators (n 2), a medical doctor, and a psychologist; 49 healthcare professionals filled out an online survey. About two thirds of survey participants were nurses (n 30; 61%) working in a specialist adolescent and young adult cancer service or in the specialist service as well as other adult cancer services (n 40; 82%). The majority of those who responded of the survey had more than three years of experience (n 39; 80%).
Wilms tumor remains the most common type of renal tumor in children, according to a large, international study. Meanwhile, the proportion of renal carcinomas among kids increased with age, and so did their incidence over time which the authors think may have something to do with environmental factors. In their study, researchers looked at more than 16,000 cases of malignant renal tumors collected across data from more than 308 population based cancer registries on 5 continents. The total included 15,320 renal tumors in children aged 0 to 14 years and 800 renal tumors in teens aged 15 to 19 years. The study looked into the incidence of renal tumors in 15 world regions and across 5 ethnic groups in the US. The researchers also investigated time trends in incidence from 1996 to 2010 and trends during 4 decades (between the 1970s and the 2000s). The age standardized incidence rate (ASR) of renal tumors among children aged 0 to 14 years was 8.3 per million (95% CI, 8.1 8.4) and 1.4 per million (95% CI, 1.3 1.5) among adolescents aged 15 to 19. The highest ASRs in children were identified in North America and Europe, ranging between 9.1 (95% CI, 8.4 9.7) and 9.8 per million (95% CI, 9.4 10.2). In the US, the highest ASR was found for Black individuals, at 10.9 per million (95% CI, 10.2 11.6). Wilms tumor was found to be the most common type of renal tumor in children aged 0 to 14 years, both in all the different world regions and in ethnic groups in the US. When Goodluck Jonathan, the former president of Nigeria, passed a bill into law that criminalised any active part of gayness in January 2014, he was lauded by many in the country for being a custodian of Nigerian culture. By others, namely international human rights activists, he was criticised, his actions were seen as a destructive ploy to garner votes by appealing himself to the conservative majority in Nigeria. But, ironically, despite the overwhelming public support for the law, the deliberations and eventual signing of the bill were one of the first moments of actual LGBT recognition on a national level in Nigeria.Known as the Same Sex Marriage Prohibition Act (SSMPA), the law prohibits every aspect of LGBT existence and imposes strict sentences for acts and support of homosexuality including the death penalty in some Shari'a states. The facts are clear: Our parliamentary system has created a unique breed of legislator, largely unqualified to legislate, who has sought election only in order to wield executive power. It has produced governments dependent on a fickle legislative majority, who are therefore obliged to focus more on politics than on policy or performance. It has distorted the voting preferences of an electorate that knows which individuals it wants to vote for but not necessarily which parties. It has spawned parties that are shifting alliances of selfish individual interests, not vehicles of coherent sets of ideas. It has forced governments to concentrate less on governing than on staying in office, and obliged them to cater to the lowest common denominator of their coalitions. The parliamentary system has failed us.Pluralist democracy is India s greatest strength, but its current manner of operation is the source of our major weaknesses. To suggest this is political sacrilege in India. Barely any of the many politicians I have discussed this with are even willing to contemplate a change. The main reason for this is that they know how to work the present system and do not wish to alter the ways they are used to.

To launch the wholesale marketplace, called Flipkart Wholesale, the e commerce giant said it was acquiring a 100% stake in Walmart;s India business, which had limited standalone presence in the country and operated Best Price cash and carry business that runs 28 warehouse club style stores across the country and has amassed more than 1.5 million members.Flipkart did not disclose the financial terms of the acquisition. "Only nine days after the agreement, the Chinese attempted to build new infrastructure on the Indian side of the LAC, the letter said. "Dissatisfied with your government ''s response, the Chinese troops disregarded the recently implemented disengagement process and erupted in premeditated violence, which resulted in the death of 20 Indian soldiers, " it said.The bipartisan letter was signed by four members of the House Foreign Affairs Committee, two members of the House Armed Services Committee and one each from the House intelligence, judiciary and agricultural committees.
