Puberty is a landmark in human development, with significant and noticeable changes both of the mind and the body. The process is dependent on the awakening of the dormant hypothalamo pituitary gonadal axis, at which point the hypothalamus regulates the production of male and female reproductive hormones and feedback loops which causes the individual to become sexually mature and capable of reproduction ultimately.A variety of factors can affect this reawakening, however, ranging from genetic differences through malnutrition or overweight, to stress. The result of these influences could be a change in the age of puberty.

In Madrid this week, the 25th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP25) meets to finalize key decisions of the Paris Agreement before implementation next year. With countries set to submit revised Nationally Determined Contributions (NDCs or, a country s plan to reduce its greenhouse gas emissions and meet the goals of the Paris Agreement) in 2020, timing couldn t be more opportune to bring to light a critical gap in climate strategies: NDCs are ignoring girls and overlooking the rights of children and youth, including their right to meaningfully participate in climate policymaking that affects them. Christina Kwauk Fellow Global Economy and Development, Center for Universal Education Twitter @CKwauk J Jessica Cooke Resilience and Climate Change Specialist Plan International Elisa Hara Climate Change Advisor Plan International Finland Joni Pegram Founder and Director ProjectDryad.org This is particularly important as next year the Doha Work Programme on Action for Climate Empowerment (ACE) is up for review. This Work Programme oversees efforts pertaining to education and training, both of which are positioned in the Paris Agreement and the U.N. Framework Convention on Climate Change (UNFCCC) as key to promoting the long term change in lifestyle, mindsets, knowledge, and behaviors needed to realize a net zero, climate resilient future. However, national climate strategies like NDCs are doing little by way of laying out the groundwork for such efforts to translate into practice.

The British government is robust in condemning the violence inflicted on women and girls across Africa, the Middle East and Asia, where female genital mutilation (FGM) is practised. But the claim that it takes a zero tolerance approach to all types of FGM is open to challenge. The NHS puts some children who identify as transgender on a medical pathway that can ultimately lead to sex reassignment surgery, which of course necessitates the mutilation of their genitalia. FGM was made illegal in Britain in 1985. Since then, successive governments have tightened the law to give ever more protection to women and girls, most recently in the 2015 Serious Crime Act. This included a new offence of failing to protect a girl under 16 from FGM, and the introduction of FGM Protection Orders. By March last year, 220 such orders had been issued, according to a House of Commons Briefing Paper.

Some cheer is in order. Thirty years after the United Nations General Assembly adopted the Convention on the Rights of the Child, there is some good news, at last: child marriage rates are falling across the world, largely because they are coming down in India. Right after the Convention, the world ''s most widely ratified human rights treaty, was adopted by the UN on November 20, 1989, child marriage was widespread across India. It was nearly 60 per cent in 1992 93 and prevalent in nearly all states mdash;highest in village India and in the central and western parts of the country. And even in states with overall lower prevalence, there were pockets of high child marriage hot spots. We all know that girls married as children are more likely to drop out of school, have limited decision making powers at home, more likely to face violence and abuse. As they become mothers, despite immature bodies and minds, they turn out to be worst victims of anaemia and malnutrition, passing it on to their children. This year ''s UN report, For Every Child, Every Right: The Convention on the Rights of The Child At A Crossroads, comes as a breather: while the pace of change remains slow, child marriage is definitely coming down to slightly less than 30 per cent now. Here is an extract from the report released this week to celebrate 30 years of the Convention. For Every Child, Every Right: The Convention on the Rights of The Child At A Crossroads, New York: United Nations Children ''s Fund (UNICEF), 2019.
