According to an official statement, the President of India, as advised by the Prime Minister, has directed to assign the portfolios of the Minister of Finance and Minister of Corporate Affairs to Arun Jaitley. The Central rule in militancy hit state has been imposed after 22 years. The gazette notification issued on 19 December informed that the President has received a report from the Governor Satya Pal Malik and after considering it, Kovind was satisfied that President s rule was required there.The notification said, In pursuance of the proclamation issued by me under article 356 of the Constitution of India, I hereby direct that all the functions of the Government of Jammu and Kashmir and all the powers vested in or exercisable by the Governor of that State shall, subject to the superintendence, direction and control of the President, (and) be exercisable also by the Governor of the State .

In an apparent attack on Opposition parties, Prime Minister Narendra Modi on Saturday said confusion was being spread about the decision in the Union Budget to fix the minimum support prices of crops at least 1.5 times the production cost.Addressing a three day Krishi Unnati Mela 2018 here, he assured farmers that all major costs incurred would be included while declaring the support price. The Centre was already working with the State governments to ensure that farmers got the benefit of the declared MSP.
Currently, telecom services attract a service tax of 14 per cent along with Swachh Bharat Cess and Krishi Kalyan Cess of 0.5 per cent, each. As against the above, the telecommunication services will attract GST of 18 per cent in the GST regime, which is a pure value added tax (VAT) because full ITC on inputs used in the course or furtherance of business by the telecommunication service providers would be available, a finance ministry statement said. It added that on account of the additional benefits through credits, the telecom companies liability to pay GST through cash to about 87 per cent of what they paid in the last fiscal.The Cellular Operators Association of India (COAI) said Based on our understanding, we don t agree with the calculation. Our numbers indicate that we ll have less than 1 per cent that ll be offset. The offset will only bring it to 17 per cent, which would be still be higher than the current 15 per cent rate. So we don t see how it ll be adjusted any more than that. Our calculations don t concur with those (the finance ministry s), said COAI s director general, Rajan S Mathews.

Sheras Fernandes I NT BUZZ There are many camps that are organised, be it a summer camp for kids to learn new things or just to keep them busy during their vacations. Hardly does one find any camps organised for HIV children and adolescents. One such camp is Sunburst Camp 2016 which completed its 4th edition this summer. Human touch in collaboration with Positive People has been organising such type of residential camps since 2011. This camp is funded by donors in order to make it a successful one. A total number of sixty nine children from North Goa and South Goa attended the camp this year which was held at Krish Udiyog Farm, Collem. The aim behind organising a camp for HIV affected and infected children is to eradicate the stigma and discrimination that HIV patients face in society. This camp witnesses various activities and sessions which educate and inform children as well as to help them develop skills for self development and increasing their knowledge and understanding on certain topics. This year itself there were sessions on Mandala art therapy (unique form of drawing), analytical skills, SWOT analysis, motivation and conflict resolution and decision making, first aid, self defence, filmmaking, personal grooming, cartoon workshop, gender equity, clay modelling, theatre workshop, talk on home remedies, life skills session and nutrition which were conducted by resource people who have expertise in their respective field. Although the sessions were informative children were given time to relax as fun activities were conducted for them like treasure hunt, face painting, wealth out of waste, zumba, water splash, etc. An entire day was dedicated as Sports Day Special which encouraged children to showcase their extracurricular skills. Regular days began with exercise, nature trails or yoga acrobatics to keep them fit and active. Volunteers continuously encouraged children to try their hands at different things. Besides they also ensured the smooth flow of all camp activities, sessions and programs in coordination with the camp director and camp coordinator. CEO of Human Touch, Peter F Borges says: There is need for more programmatic interventions as regards to their disclosure or training of the care givers or in regards to their sexual and reproductive health. There is need for more fund allocation for children living with HIV. Also there is a lot of stigma which is still prevalent and hence there is a need for these children to be mainstreamed into the society and also addressing their socio economic needs. There is also a need to help them in their career and camps like this area perfect platform for Human Touch to address this concern. Camp co coordinator, Ashwini Naik who feels that dealing with adolescents is an emerging issue and especially if they are living with HIV says: Twice a year we combine and collaborate all the children and also adolescents living with HIV and conduct this camp. We try to give them a platform to identify themselves and try to give them new skills for their overall personality development. We conduct different sessions on reproductive and sexual health also by adding some other component including sports, recreation and adventure as well. We also try to address different issues during the camp period which also gives us an understanding of how children are coping up with their illnesses. Sheryl Alfonso who is a nutritionist at Goa College of Home Science says: Well Krishi Udyog is such a serene and a beautiful environment that the children would love to reside at. It was amazing interacting with the children. They are so young but they have so much of knowledge, such a wealth of knowledge within them and are open to learning. This is what amazed me about them. The six day residential camp at Collem concluded with a cultural camp fire night in which all children were encouraged to showcase their talents such as dance, enactments, monologues, ramp walk, singing, etc.
How much would the Narendra Modi government s initiatives, including the recent Budget, help address the problems?Some of its new flagship programmes like the Pradhan Mantri Krishi Sinchai Yojana and the Pradhan Mantri Fasal Bima Yojana can certainly boost agricultural growth and farm incomes, subject to proper implementation. There are others such as the Paramparagat Krishi Vikas Yojana, Rashtriya Gokul Mission (for conservation of indigenous cattle breeds) and soil and animal health cards, whose scope currently does not extend beyond general statements of noble intent apart: how these will realistically enable doubling of farmers income in five years isn t clear.
